Mr. Billy Ray Pratt was born on August 29, 1946 in Muldrow, Oklahoma, the son of Vernon Pratt, Sr. and Wanda Lucille Plank Pratt. He married Martha Ellen Watkins Pratt on September 16, 1970 in Muldrow, Oklahoma. Mr. Pratt passed this life on November 29, 2008 in Ft. Smith, Arkansas after having attained the age of 62 years and 3 months.
