Velma Jean Carter was born March 9, 1933 in Hickory, Oklahoma, the daughter of Simeon Chandler and Avis (Price) Chandler. She married Ralph Rudolph Carter on October 2, 1948 in Van Buren, Arkansas. He preceded her in death on February 26, 2002 in Gore, Oklahoma. Mrs. Carter passed this life on December 10, 2010 in Sallisaw, Oklahoma after having attained the age of 77 years, 9 months and 1 day.
