Leroy Carter was born May 18, 1940 in Seminole, Oklahoma, the son of Ed Carter and Ophal Smith Carter. Mr. Carter passed this life on November 30, 2011 in Ft. Smith, Arkansas after having attained the age of 71 years, 6 months and 12 days.
