Billy Eugene Kelley was born March 5, 1931 in Muldrow, Oklahoma, the son of Walter Kelley and Addie Brock Kelley. He married Wanda Jo Rogers Kelley in 1952 in Van Buren, Arkansas. She preceded him in death on December 13, 1987 in Sallisaw, Oklahoma. Mr. Kelley passed this life on July 12, 2009 in Oklahoma City, Oklahoma after having attained the age of 78 years, 4 months and 7 days.
